SAUSALITO, Calif.—Homelessness has become such a big problem in the San Francisco area that waters outside the city are increasingly crowded with people living on makeshift boats. In order to coax the population living on boats called anchor outs, the City of Sausalito is launching what’s called the Safe Harbor Program. A plan to create a park out of a vacant plot of land was scuttled out of concern that it would quickly turn into a homeless encampment. The Sausalito Police Department says there are about 200 illegally anchored boats in Richardson Bay.
