The movie opens around the time of Hoover’s death and, excepting an epilogue in 1978, closes with Nixon’s resignation. There is lots of menace; little magic; and a growing sense that this film could be sent straight out to schools, where minds in need of learning won't be corrupted by nuance, flair or artistry.
